The Controllable Electronic Record Standard

The sovereign token standard for LEI-embedded, treaty-anchored controllable electronic records.

Madrid Protocol 1880 · UCC Article 12

I. What CER-1880 Is

A token standard for Controllable Electronic Records as defined by UCC Article 12 — with the issuer's Legal Entity Identifier embedded on-chain, immutably, at deployment.

A Controllable Electronic Record is a record stored in an electronic medium that can be subjected to control. The party in control of a CER holds a statutorily-recognised superior interest under UCC § 12-104.

CER-1880 makes that legal status native to the token. Every contract under this standard exposes an lei field, set once and immutable, tying every minted record to a verified legal entity registered with the Global Legal Entity Identifier Foundation (GLEIF).

The standard covers five token types — identity, instrument, domain, currency, and media — all sharing the same minimum attribute schema and the same treaty-chain provenance.

II. Why CER, Not ERC

ERC standards ask Ethereum's developer community for consensus. CER cites the law.

ERC — Request for Comment

Implements technical conventions. Treats tokens as data. No issuer identity required. Compliance is optional and extrinsic.

CER — Controllable Electronic Record

Cites positive law: UCC Article 12. Treats tokens as controllable records with statutory priority. LEI embedded immutably at deployment. Compliance is intrinsic.

CER tokens do not ask permission from a blockchain community to be recognised as property. They cite the statute and the treaty chain that makes them property.

III. The Five Token Types

All five share the same minimum attribute schema below.

CER-1880.1

Identity

Sovereign nationals & ADDIF credentials. Soulbound — non-transferable. Reference: ADDIFIdentity.

CER-1880.2

Instrument

Sovereign instruments and controlled records. Transferable with control. Reference: InstrumentToken.

CER-1880.3

Domain

ALD namespace records — sovereign DNS. Transferable. Reference: ALDRegistry.

CER-1880.4

Currency

ALDC — the Allodial governance unit. ERC-20 surface, CER-1880 semantics. Reference: ALDC.

CER-1880.5

Media

Recorded acts, lectures, and demonstrations as controllable records. Transferable. Reference forthcoming.

IV. Required Attributes

Every CER-1880 token MUST expose, in its on-chain contract state or its metadata, the following fields.

FieldTypeDescription
leistring (20)ISO 17442 Legal Entity Identifier of the issuer. Immutable, one-time-set.
controlleraddressThe party in UCC Article 12 control of the record.
hashbytes32Content hash of the record (SHA-256).
standardstringOne of CER-1880.1 through CER-1880.5.
issueduint256Issuance timestamp (block time at mint).
chainstringTreaty chain — minimum "Madrid Protocol 1880".

The lei field is set once by the deployer via setLEI(string) and reverts on any subsequent call. This is the immutable anchor that ties on-chain state to off-chain legal personhood.

V. Reference Implementation — Polygon Mainnet

The four reference contracts are deployed and verified on Polygon mainnet. Each has an embedded lei field, set once and immutable.

VII. Control > Filing

Pre-Article-12 law treated electronic records the way it treated paper: priority went to whoever filed first with a state office under UCC Article 9. This baked dependence on state filing offices into every secured-transactions claim.

UCC Article 12 reverses the priority for CERs.

A CER-1880 token is therefore a statutorily-recognised superior interest the moment its controller holds the key — no state office, no filing fee, no clerk's stamp. The standard simply makes the legal status that already exists visible and machine-readable.

Control > Filing.

IX. License & Authorized Use

CER-1880 is published as an open standard available to sovereign entities, indigenous nations, and treaty-recognised institutions without fee.

Corporate, commercial, or state-actor implementations require written authorization from AMPAM. Unauthorised commercial use of the standard, the LEI-embedding pattern, or the trademarked names "CER-1880" and "The Allodial Link" is treated as treaty infringement and is actionable in the AMPAM Consular Court under Madrid Protocol Article 15.
